No matter the time of intercourse, a pregnancy can occur as long as an egg is waiting and the sperm reaches and fertilizes it. It takes the sperm about 2 hours to reach and get into the egg. We have to remember that there is pre-cum which has sperm in it. If that enters the vagina (however long sex is), there is a very high chance of pregnancy, if the the sperm makes it to the egg. Also, you should know that sperm can live inside a woman's body for up to 7, count them - 7 days and the ripe egg can live for up to 48 hours and no less than 24 hours. We are assuming the fluid you are talking about is the result of sexual excitement. If your partner has fluid coming of of his penis at any other time, it may be a sign of an infection and should be checked out. The fluid your boyfiend is concerned about is often referred to as pre-ejaculate or pre-cum. It rids the urethra of acidic urine residue. This is to prevent the death of sperm during ejaculation. In regards to your question: yes pre-cum may contain sperm. It is possible this fluid may impregnate someone, but this is dependent on the clothes you are wearing. Pregnancy by pre-cum through jeans is highly unlikely. Skimpy panties, however, are a whole different story. If he is still concerned, a condom is always an option, but unless you are naked and/or engaging in intercourse, it is doubtful that pregnancy will occur. If intercourse does occur, protection is crucial to prevent both pregnancy and STD's.
